As Miami Dade Public Schools Superintendent Alberto Carvalho blames Tallahassee for failing to overhaul student and teacher performance evaluations, a growing chorus of disgruntled rank-and-file teachers accuse him, the school board and the teacher’s union of breaking state law governing their employment contract.
